Overview

In 2003 Rachel Blanche, in association with consultants Tactical Response, was commissioned by the Scottish Arts Council to undertake a review of research on the social and economic impacts of the arts in priority Scottish Executive policy areas, with a view to supplementing data available for arts advocacy purposes, and to offer recommendations for a new development plan for the arts in Scotland.

Over the course of 12 weeks, Rachel researched and reviewed over 100 publications and interviewed 50 stakeholders across the cultural community, including policy-makers. Rachel produced a detailed report addressing the role of the arts in achieving Scottish government cultural objectives, outlining the key issues affecting the Scottish Arts Council (including its profile and performance in the cultural sector), and offering recommendations for delivering an effective strategy for the arts. The report also pulled together recently available data on the arts in Scotland for advocacy purposes.

The material presented by Rachel helped the Scottish Arts Council to formulate a strategy for promoting a stronger political argument for funding the arts, and contributed to the formulation of a development plan.
